On a listing, property or contact, open the record's access list and grant the office rather than naming its agents one by one.

On the workspace, the Admin users list decides who sees Users, Teams and Offices and who can see records across every branch.

Scope agents to their own branch
A workspace can be flagged to restrict agent visibility, which limits non-admins to records they hold a grant on, directly or through their team or office. Ask us to switch it on.
